Arakhamia explains why referendum may be held alongside presidential elections

For a referendum to be considered legitimate under current legislation, more than half of eligible voters must participate — that is, 18 million citizens. Today, after the loss of territories and millions of Ukrainians abroad, this number is unattainable.
