Kubilius: Europe needs European Security Council and standing army of 100,000 troops

To address the growing security challenges facing the continent and make decisions quickly, Europe needs to establish a European Security Council and have a standing army of 100,000 troops to be ready to replace the existing US contingent if Washington decides to withdraw its troops.
